Feral cats don't need help finding food. Neither does any other wild animal for that matter. Humans need to just stop interfering in the natural processes of the world.
As for the cats her neighbor left behind, she should have either adopted them herself and brought them inside, or else tried finding them new homes. At any rate, she has been cited several other times for illegally feeding the cats, yet she continues to do so. No sympathy from me.
Proper thing to do would have been to spay and neuter them before they reproduced. I have no problem feeding a feral,
but every one I undertake, is spayed or neutered by our Vet.
