While I applaud your efforts to find her owners wholeheartedly, there should be no reason for you to resort to a kill-shelter (as you state in your Craigslist ad) should you be unable to locate her owners.
Houston is full of good, reputable no-kill facilities. While I appreciate some may be full or unable to take her, it should not be beyond the realm of possibility to find a safe place for her.
