Why Amdroid does not have Notification Log anymore? (Android, ATT, access)

Is it moved to somewhere else? I used to find it: WIDGETS > Settings Shortcut >Notification Log.

Now my new android phone (Android version 7.1.1) does not have Notification Log under Setting Shortcut.

I have reset my old phone to "factory data reset", and the android version is 6.0.1 ; I am able to find Notification Log there.

Why?

That is what I am asking, Notification Log is NOT there anymore.

Read the link. I think they mention an access from the developer mode.
I don't have Nougat yet ...
