I don't think anybody is surprised that Google could never make any money trying to sell internet way cheaper than everybody else(giving it to lots of people for free). But i don't think it matters, lot's of people make android phones and if they stop making some other company will pick up the ball.
Now that a couple of devices carry pure android(android one) this matters even less.

Google lost a lot of engineers the last 2 years, they had to buy engineering teams just to get smart people back. Andy Rubin the father of Android left Google to start his own phone company because Google has lost their vision. They are too scared of taking chances now and more about keeping their cash flow.
