But in OP case, he bought a cheap cable that wasn't supposed to charge fast. The length and material used matters too. Longer the cable higher the resistance is and with higher resistance high amount of voltage drops across the cable so it won't conduct high amount of current. The material used for the conductors and diameter of conductors do affect the charging capacity of cables. I don't think that high quality materials are used to manufacture cheap cables. Cheap cables are preferred over more expensive ones. Copper is used for the cheap ones.
The cable is a factor but isn't the sole reason his phone might be charging slowly.
It depends a lot on the source you plug said cable into. If you are going to charge from a USB port on your PC/laptop, it is going to charge a lot slower than most current phone chargers.
I am very happy with my 3.0 Anker iQ wall charger. It has 60W USB-C output and does an excellent job. ( vs 5W cheap, slow chargers)

So true Elnina! Often, I end up leaving those 5W chargers in the box that a phone or tablet came in and charge the device on one of my several Anker 60W chargers. They are very high quality units and Anker's customer service is first rate. Anker's cables tend to be very well made too. I have a couple of their Type C cables and a couple of their Lightning cables for my Apple products. Not one has failed! Sometimes, Amazon will have a good sale on several Anker products or have some as the "Deal of the Day". They're worth picking up!
