Did I purchase the wrong one?

I found this 15W charger specifically for Samsung A10. Price: $28.99

The Samsung A10 phone will only take up to 15 Watts.

The first one has a car charger included. It is USB Type A to USB Type C.
The second one has a higher wattage. It is USB Type C to USB Type C.

I bought the second one as a gift but she says the phone is not fully charged in 2 hours.

Did I purchase the wrong one?

I'm pretty sure that both should work. The phones nowadays all have internal controls that keep them from charging too much, or too fast. However, the charge speed also depends on the age and current <pun intended> condition of the battery.

The problem may be just that your friends phone's battery is old and won't change as fast as it use to. See how fast it charges other devices, and see how fast her phone charges with a different charger.

I thought so as well. I also assumed the second connection with two USB-C plugs would work better. Of course it is half the price, but it did not include a car charger. I just assumed the higher price of the first one is for the Samsung branding.

The phone and battery are only a few months old.

It's not really "Samsung Branded". That's just the seller using the term. Not official gear at all.

So the Brand: Accessory for Samsung doesn't mean it is from Samsung. All these devices are $28.99 and presumably they are all the same device and not specifically designed for the Samsung product.

So you agree that the cheaper 25W unbranded charger will probably work just as fast.

Correct. It's an unbranded Chinese, or at least unlisted brand, charger being sold by an unscrupulous third-party seller. There is no "Accessory For Samsung" brand. The seller is just calling it that and using Samsung's name to boost sales.
