I don't know. I go over there occasionally and it doesn't have a particularly nice vibe, but it sure is close to everything. At the right price, it's probably a really good investment property. I wouldn't live there, though.
You have to know there's a very compelling reason for really, really low prices in a hot market like Charleston. You're not just getting lucky. $185k for 640 sqft in a sketchy neighborhood is pretty risky, IMO.

If you are looking for a longer term investment, I think Armstrong is a great opportunity. It's a sketchy area but it's changing rapidly around there and dealing with sketchy is how you get in cheap.
Now if you're specifically talking about the current active listing, 1125 Armstrong, It's way overpriced. Even if it is a beautiful remodel, it's still overpriced. It sold for $53k last August. They could have built a brand new, nice house that size and still not have $185k in it. Consider the $289 per sqft... it's more than double what anything else has sold for there in the last 12 months. I don't know what they're thinking except that "there's a sucker born every minute".
Otoh, if you have a lead on an off-market deal on Armstrong, I think it's a street and area with great potential.
EDIT: Too early in the AM... I looked at the dates wrong... there have only been 2 sales on Armstrong in the past 12 months and one was a vacant lot. Still, that house is overpriced.

The Interior photos of that Listing show that the "remodel" is right outta the Home Depot Catalog. If I've seen that little half bathroom vanity once....I've seen it in a hundred houses.
If the OP has that kind of Budget he should look elsewhere for a better buy. Parts of that area (Byrnes Downs, etc) will benefit from the Mayor's promise to spread a little money around over there.
