There could still be some basic $700 a month apartments on the east and west sides of town. Most people coming to city-data are looking for something more up-to-date in south Charlotte with professional neighbors though.
I leased a 1 BR off HWY51 recently for $780. Just open your wallet up another $100 and you will have more options and can find something reasonably nice.

I'd go with the older apartments such as Elmhurst near Sedgefield or Park Place near Madison Park. There are also newer apartments such as South Oak Crossing and the newer phases of Ashford Place. Also, do your research online; since the recession there are quite a few townhouse owners who are renting their places for your price range. Don't let some of the posters (many of them being transplants themselves who know very little about Charlotte) fool you. You can and will find affordability in relatively safe areas in Charlotte without any problems. Much of Charlotte's eastside is well within your price range and though crime is "high" on that side by Charlotte standards; it's extremely low by the standards of most of Charlotte's peers.
My best advice to you is to keep an open mind, and check out all areas of Charlotte within your price range. You might discover that even the so-called "high crime" areas of town aren't nearly as bad as what you might have expected.
Addison Park is less than 5 minutes away from North Lake Mall. You also have grocery stores (Food Lion I think) nearby. The Timbers is on the eastside near Eastway Drive. As far as shopping goes, there really isn't any major retail in the area. Also, the area around The Timbers probably has a higher crime rate than Addison Park. Personally, I'd prefer an area like the Timbers, but many would choose Addison Park hands down. It's a personal choice; I suspect you'd like Addison Park better though.
I lived in Mallard Creek (off between WT Harris and Mallard Creek Church), which is in far north CLT near the Concord line, in 2010-2011. Granted, this was 2 years ago now, but my apartment was around $640. It was a large 1-br in a pretty nice complex that felt (and was) totally safe. The trade-off was that I was a little removed from my friends in and below Uptown (though not nearly as far as everyone will say it is). You should look into that area - and west toward Northlake. I wouldn't go too far east since that's mostly undergrads from UNCC, so it will feel a little louder. I really think that $700 is a realistic price range. A friend of mine even got a fantastic place in Elizabeth (which is really one of the best spots in the city, in my opinion) for around $675, so it is for sure possible!
I live now in The Tradition at Mallard Creek, pay is $809 for pretty large 1bd. Feel pretty safe here.
