Tipping the Mail Carrier? (Matthews: house, purchasing, income)

Do people around here tip the Mail Carrier at Christmas, Easter, etc.? It has been a LONG time since I have lived in a house and had a regular Mail Carrier. Back in PA, we would always give the guy a tip on holidays.
Most mail routes down here are done by mail courier services and on rural routes. Here in Matthews we don't have the same delivery person everyday. They switch routes and train new people.

Exactly. In the past, if you had a mailperson who was at your door daily, knew you and your family and was kind when delivering your mail, then we would give a holiday tip/cash gift. These days, no way. Same with the garbage men-- we would tip in the old days when they would actually get your cans from the back of the house, dump it in the truck, and were regular workers on the route. Now, I'd never tip the garbage man.
I know here in Ca the basic rule to follow is to just double the tax on the reciept and leave that as a tip at a resturant. (tax rate being 8.25%)
I have noticed that in several resturants I've been to that people in NC don't tip very well. ( Just an observance)
So my questions is if it customary to tip in the South or not?
Just curious; I will actually leave more if the sevice is outstanding and less if not up to our expectations.
Are there any simple rules to follow here as I described above?
