Streetcar doesn't get federal grant

I will be first to admit I have not been following the light rail projects, but what i have gathered and looked at it seems that the projected lines are already covered by either the free Gold Rush, or the Sprinter. Are these so filled that more is needed, or are people not using them? If it is the later why would people use a rail-car and not a free shuttle, or express bus?
