Easy solution. Take a dump in a cardboard box. Pack some springs into the box so that it launches poo as soon as opened. Seal it up. Mail it to yourself. Set up a camera. Enjoy the show.
USPS Employees go through serious background checks. The same as any federal law enforcement agency actually. They also take the same oath as the Vice President of the United States. So I would doubt that it is the carrier doing this. If it is then that person is so good that they have never been caught because this is a major federal offense and they would serve jail time. With that said. I also lived in 28269 for a long time and never had a single issue with our carriers. Id check with your apartment building manager and ask who else has a master key.
Have you talked to the apartment manager to see if they can change the lock on your mailbox? It may be that a previous renter has a key or someone has a copy of the key.
