There is a new nuclear plant being planned for SC built by Santee Cooper and maybe some other SC utilities. They were looking for another operator to take up 1/2 investment. Duke recently turned them down as they are again looking to build a nuclear plant at that Cherokee site now. So it seems these kinds of arrangements are fairly common.

In Kings Mountain we had one little rate increase since 2008. I can't speak for rates elsewhere out here, or in Concord. I don't hear complaints from people in the other electricities communities out here. I do hear complaints from people outside who are paying Duke. The mayor spoke on the news & said that going with NTE will mean a 29% decrease. Concord has not refuted that statement. The plant that NTE is building can serve 400 or 450K households. Businesses will be included so the actual number will be less. They don't sell directly to consumers. There is sufficient land adjacent to the NTE site that is available for sale that they could build a second generating plant if needed.
I guess whoever owns the rights to the infrastructure (and whether that person/group can be persuaded **$$$** to change providers) haha
Infrastructure? Do you mean the transmission and distribution system? That'd be Duke. And it's not about that at all. Duke is required to provide wheeling services on its transmission system for the new generation. It's just a matter of whether Gastonia wants to switch from it's sweet wholesale prices with Duke to a new provider. Gastonia will stay with Duke.
