Chief among his dreams is a new stadium in Charlotte with a retractable roof to be built within the next decade that could host not only NFL football, but set up North Carolina to hold a men’s basketball Final Four for the first time since 1994. It could fast-track a Major League Soccer franchise to the 704 and establish Charlotte as a true epicenter of the Carolinas for sports and entertainment.
“Have we sat down to do a 10-year plan yet? No. But we’ve been doing a lot of things in the past year on the facility side. It’s not like we’ve been idle, but it’s first things first — like the (practice) bubble.
“If we want to have a long-range plan to think about this stuff — if it’s seven or eight years out — we have to start talking about it. So you guys can (ask), ‘How great do you want to the Carolinas to be?’ Do you want Final Four basketball or not?’

How bout this, if any funding gets approved, it is contingent on all major public infrastructure projects being completed before the stadium is allowed to open.... red line, silver line, highway widening, airport improvements, etc.
If they can afford to build a stadium, they can afford to build infrastructure.
Now, Tepper’s aggressive push to get a team is facing a critical hurdle.
“We are primarily in the business of having teams that play in soccer-specific stadiums,” MLS Commissioner Don Garber said. “His (Tepper’s) plan does not include one, so it’s not something that we're running into very quickly until we're very, very comfortable that could be a different path for us.”

The bulk of tourism investments in Charlotte have been funded by hospitality and tourism related taxes, like the occupancy tax.
You cannot re-direct the hospitality and tourism taxes in the city to public infrastructure (that is a state law). They are in a separate bucket from the general fund restricted to uses that drive additional tourism revenue and thus benefit the industries impacted by the bulk of those taxes (rental cars, hotels, food / beverage, et...).
The state does NOT consider road infrastructure part of tourism, so the city would be in violation of the law to re-direct its occupancy taxes, et. to those uses.

Here is an idea to consider. What if the Panthers have a new stadium in a new location in Charlotte in 15 years, and Bank of America Stadium is replaced by a new ballpark for Major League Baseball?
We couldnt afford for the "old" coliseum to be demolished yet it was. Any new coliseums or football stadiums need to be built and PAID for in South Carolina.......I bet that will work.

Great idea as long as the taxpayers dont have to pay a cent .
There was further talk of placing the stadium closer to the NC/SC state line. That may not be possible because (as I understand it) one consideration that the NFL gives to would-be franchisees is that the stadium traffic be able to evacuate quickly. Since The major roads in Charlotte are in a spoke wheel configuration, traffic can move out of the area quickly. Can that be done closer to the state line?
His dream stadium gives Tepper grounds to take his toys (the team) and go home if he doesn't get what he wants. Owners and management should sign agreements to keep the teams in their original homes for a minimum of ten years with the city given the option of declining to renew the contract if the team doesn't make money for the city.
