The school resource officer has some authority and jurisdiction on the school grounds. I can't understand whatsoever why the incidents were not reported to the CPD. That is what is done in major crime situations that don't occur on the school grounds. Was the CPD informed at the time? Did the parents involve the CPD?
To be honest, this video makes me wonder why the buck seems to have stopped with the resource officer. I also wonder if the resource office offered advice. That would have been the extent of his responsibility. Involvement would have been required from outside of the school. When I was a teacher and I (hypothetically) was attacked, I would call in the resource officer to hold the student until turned over to city officials. But, this would have been a school incident. This alleged raping wasn't. I'm not saying that it didn't happen. I am saying that if this girl and her family depended on the school staff and resource officer to arrest and prosecute, they were not using their heads. It wasn't their responsibilities since it happened off campus.
