The "Civil Service Exam" was formerly used by the federal government as part of the hiring process. I'm not aware of any city or county governments in NC have such a test so the Hal Marshall Center is irrelevant. Not to mention that the people who work there are just that, people like anyone else. What is the point of your comment?
