Greenway in Concord (area, town, downtown)

I heard for the first time about a proposed "greenway" in/around Concord. I'd like to get a bit more information on this subject.

I am under the impression that the area is clearly defined and approved-BUT I don't know how to get to the source of good information without cashing in a "chip" that I don't want to do right now.
Hence, my posting here.
