There are different ways of finding them depending on which "stage" they are at in the process.
There are agents who specialize in these "distressed" property sales as well.
Some are easy transactions and others can be very difficult and require someone who is well versed in the process.
You can find the basic foreclosed properties in the MLS system just as a regular home would show up for sale. If you scanning through listings look for verbage like "as-is" or addendums, or short sale, pre-foreclosure, etc..
i saw the yahoo listings. but it doesn't give the complete address. just the street name. i'll try the mls
If you didn't wish to pay the weekly subscription fee to RealtyTrac, you can still access a lot of info on a particular residence - by cross-referencing the RealtyTrac page with the Charlotte Mecklenburg Real Estate Lookup
Since you know the Parcel ID is shown on the RealtyTrac pictures, just do a search by 'parcel ID' and you should get the property's full address, sales price, tax information etc
