How does a private citizen obtain a copy of a 911 recording or transcript in Mecklenburg County?

is that even a right of a private citizen? If it is, I suppose you could at least start with the Charlotte PD, but I could only imagine running into a stone wall there. I know my company has subpoena-d 911 conversations from cell phone companies before, but that was due to some sort of insurance fraud from how I understand it.

I'd go to this site Calls for Service (http://maps.cmpdweb.org/cfs/ - broken link) and click Contact Us. I know you can do it in other places just don't know about CharMeck.

File an FOIA request.

Ask for it. Not sure exactly what department would handle that. You will probably have to file a FOIA request, and it may take a while, but they usually release them fairly quickly.

I would recommend consulting a lawyer if you run into a stonewall. They are public record to some degree, so it shouldn't be a problem.

Actually there is a law-mandated time limit by which they must reply. In SC it is 15 business days, for example. I don't know the NC law and limit, however.

Unfortunately, "North Carolina is one of seventeen states that sets no absolute deadline for government agencies to fulfill FOIA requests." I think it's like "within a reasonable time period."
