is that even a right of a private citizen? If it is, I suppose you could at least start with the Charlotte PD, but I could only imagine running into a stone wall there. I know my company has subpoena-d 911 conversations from cell phone companies before, but that was due to some sort of insurance fraud from how I understand it.

Actually there is a law-mandated time limit by which they must reply. In SC it is 15 business days, for example. I don't know the NC law and limit, however.
Unfortunately, "North Carolina is one of seventeen states that sets no absolute deadline for government agencies to fulfill FOIA requests." I think it's like "within a reasonable time period."
