LUMBOLLO - excellent post and I agree with you. Federal mandates have been the ruination of our local education system here in Charlotte. Once you accept those federal $$$ you are under the gun to provide whatever the dollars cover, such as sports programs, even if the money is actually NEEDED to hire teachers or expand classrooms. .....
I would not let the local school board and county commission off the hook on this. I would recommend that you go and look at the Mecklenburg county budget and look what the biggest line item on that budget is, by far. Look at your tax bill and look at how much the county is taking on your property taxes. It's mind numbing and a lot of it has to do with items that don't have anything to do with Federal mandates.

Between entitlements and infrastructure, that is about all there is in both federal and state budgets, lol. Well, defense in the federal budget, but actually, that is the only thing the federal government is SUPPOSED to do for us, so defense spending is at least legit, according to the Constitution.
I don't have a copy of Meck's budget. Do you have a link?

Keep in mind the goverment at all levels is spending our money faster than they are taking it in. This means they have to be scrutinized for every move they make. Locally don't let them tell you the lie, and they will, that new bonds to be voted in don't lead to higher taxes. They do, are, and will continue to cause taxes to go up. Government spending is government spending that is supported by taxes, period. A bond is nothing more than than a credit card that we give to them but which we pay the bill with interest.
Watch the local politicians and business leaders carefully. When they cook up a pet project they will use all kinds of silly and stupid rationales such as, "OH but we must spend this money because the Feds will match it". It's nonsense. Or they will wrap it into some sort of you must support it as a good citizen. Charlotte must be a place for the "creative class", etc. Or they will combine it with something else to hide the waste. The turning of the NBA stadium into an refferendum on Arts and Sciences is one of the bigger gems they have tried.
However the biggest scam money tree of them all in this city and state is in the excuse of taxation in support of education. We have had billions of dollars in bonds voted in all in the name of education yet what are the results in CMS? Falling scores, crime, a population fleeing it for other systems or going private, a photogenic Superintendent that gets paid more than the governor? It was a lie. Oh and then there is the Education Lottery. It would be funny as if a good education is some sort of a gamble, but there it is, people believe in this sort of thing, and it's done nothing for taxes and education.
I ran across this a couple of nights ago. It's so true today, 325 years later.......
"The art of taxation consists in so plucking the goose as to get the most feathers with the least hissing."– Jean-Baptiste Colbert, Finance minister, 1665-1685, to Louis XIV
No need to guess who the goose might be getting its feathers pulled out.
