In researching our move to Charlotte, someone was telling me that it doesn't matter where you live, that schools are done by a lottery and you can have kids who live next door to you who go to an entirely different school. How does this work?

Your kids will be assigned to a "home" school based on where you live. If you don't want your kids to go to that school for some reason or you or they have a particular interest, you can apply to various magnet schools located around the county. Some are limited by the geographic zone you live in, others are county-wide.

So yes, it can matter where you live if you don't like the home school. I urge you to check out the school for yourself and to be wary of the opinions of people whose children don't go to the school. You'd be surprised how much disinformation goes around about excellent schools with lower test scores that reflect their diversity, not their quality.

Well said Charlotte no longer buses their students all over creation. Now we all get assigned to our neighborhood school, and like tathems said, IF for some reason (like your child is very artistic or a math genuis) and you want them to go somewhere else with a program better suited to their needs, then you have to apply and go into a lottery system for the magnet schools.
