What is up with the 23 mph speed limit signs? I have seen multiple since moving, some temporary, some permanent. Why not the usual 20 or 25? Does the number 23 have some meaning to locals?

Default The 23 MPH people succeeded!

The concept of posting unusual speed limit signs of 18 mph, 23mph, etc. is to draw special attention to them because they are so unusual. If you saw
"30 mph" you'd probably hardly look at it. But these odd limits are designed to draw your attention to them and, more importantly, for you to slow down. That's the idea behind them.

You invariably see these quirky signs in private subdivisions, etc.

Well that's obviously not a sign installed by a city, county or state so I'd wonder how enforceable it really is?

I saw one the other day in a private drive leading to a huge church in Asheville, and it was 27. Totally unenforceable.

Agree. Its not. Someone from the construction site posted it. The home builder is at the bottom of the sign.
