C-ville feels in some ways like a smaller version of Austin. I would suggest you posed a forum question in Austin by asking those who live within the city limits or at UT, what small business they would miss most should they move away. Once you do narrow down a few business ideas and locations you should run them by the City of Charlottesville Neighborhood Planning Dept. and be sure to get the blessings from the Neighborhood Association. Politics appears to come into play when it involves stepping into the turf of another business (such is the plight of a proposed YMCA v.s. several area private health clubs).
