Is there any difference between the two cities?

I know Rock City (one of my favorite locations in the world) is in GA and the homes seem lower cost overall, on the GS side.

And the road names on the Georgia side are far more quirky!

Which side is better ….and why?

One side has income tax, the other doesn't.

I guess I was looking for non-political / governmental reasons, like scenery, natural wonders, etc.

The TN side is wealthier and I'd say the views are better b/c they're closer to the valley, overlooking downtown and the river. The West side also has great sunsets. East Brow is spectacular, then West Brow has slightly bigger, more elaborate houses. I think recently Lookout Mtn. TN was listed as in the top 10 wealthiest cities in the state. However, it's not considered as desirable or even wealthy as Riverview. In contrast, Lookout Mtn, GA is nice, but noticeably downmarket. The houses are much more modest in size and style. The topography across the whole area is stunningly beautiful, with the curved streets and dips and rises of the land. Also, the yards on the TN side are slightly smaller, adding to a cozier feel as you drive through the area. There are many areas of Chattanooga that are at least as nice as Lookout Mtn. GA.

I personally do not enjoy driving around Lookout Mtn, b/c the city has a very zealous (albeit small) police force. Residents of the city have stickers on their cars (one side for TN residents; opposite side for GA). So it's easy for the police to identify cars that 'do not belong' there. Beautiful place, but a bit too isolated for me.

What shinestx said.

Lookout Mt. TN is old-money wealth at the top. Mostly very old houses. Lots of Civil War and other history with the "battle above the clouds", Chat-Chic National Military Park, the incline railroad, etc. Miles of hiking trails.

Lookout Mt. GA is more modest and natural. Not as many expensive brow homes, and quickly turns rural as you go south. A co-worker lives a few miles south of the border on a family farm. Rock City really isn't "natural"; it's someone's sculpted garden turned into a tourist attraction, but it does have some natural features. Lula Lake is natural, and beautiful. Many more miles of trails, shared with mountain bikes and sometimes horses. Covenant College is there, and a hang-gliding launch ramp.

In both locations, it accumulates snow 1-2 more times a year than down in the valley. Several times a year us ditch-dwellers will have a low-overcast sky, but the mountain-folk will be dealing with pea-soup fog.
