I've read a lot of bad things about Summit in this forum and wonder why that is.

I've visited it frequently to rack up Amtrak points and have explored quite a bit of it on layovers. It never seemed bad to me, save for gang graffiti and some shady characters at the Walgreens at Archer/Harlem. So why does it have such a bad vibe?

Because it's not that great of a town. I worked on a PD that bordered Summit and we assisted them a decent amount. The Walgreens side is Chicago (Garfield Ridge) and is very nice. I grew up there actually. Summit, well, it's economically depressed. About the only money maker is Portillo's. The housing market is bad, no real industry. Decent amount of gang and dope activity. Granted, I had fun when I would go in there to assist, but that's because it was foot chases or shootings.

That's in Bedford Park not Summit.

True, but its smell does not recognize municipal borders. And it is right up against Summit.

The corn products plant is technically inside it's own border-- a common situation for large plantsnthat would otherwise have angry neighbors showing up at city council meetings...

What's that mean? It's in Bedford Park. The tax money, Board Meetings that had issues with the smell, permits, Police and Fire was all BP that served Corn Products.

What does Summit have to do with a BP company, I'm not following. Bedford Park was named after the first President of Corn Products who was E.T. Bedford. The residential area was started as housing for Corn Products and then the Village grew from there and eventually incorporated in 1940. I'm sure Summit would love to have the benefit of some of the tax revenue Corn Products produces. Though Argo High School (Summit) does see the tax benefits due to the way the school district tax border is set up.
