I'm afraid that you're SOL: thanks to the First Amendment, local zoning laws can do little to churches. It's a hotly debated topic, too; google "RLUIPA".

I would suggest this:
  1. Check with your neigbors, PARTICULARLY PROPERTY OWNERS, if they have opposition to this construction and how many of them are oppossed. If you live in a rented unit, check also your landlord's opinion. In many jurisdictions, property owner's opinion is what really matters.
  2. Research about Code and Zoning Regulations established for your county, city, neigborhood, district, ward... whichever option applies to this case.
  3. Organize a group of concerned neighbors composed mainly of property owners, make sure your landlord support this cause or otherwise you would be labeled as a trouble tenant.
  4. Write to your city, county, district, ward or neighborhood elected official about this matter.
