Neighborhoods go from white to black to hispanic and back to white to all shades all the time. It doesn't necessarily have to be a good or bad thing, but it can certainly change the character of the neighborhood and it is interesting in terms of looking at Chicago as a dynamic, always-changing place.

I'm curious as to why so many people are migrating out of the city. Are they getting away from the crime?

The city's more expensive and living in the suburbs you can still easily get to the city for all the good stuff. Not to mention houses are cheaper, too.

City population levels have been declining for decades. It's not Chicago-specific.

From 1950-1990 this was certainly the case but in the 2010 census the % of whites in Chicago actually increased for the first time in the post WWII era. The fact is even if you are a white person who has to live near other whites there are still plenty of places to live in Chicago. As far as crime well crime rates are now the lowest they have been since the mid-1960's. Way too many people out there are still in a 1970's or 1980's mentality about what the city is really like and even back then there were family friendly neighborhoods that have remained as such.

This likely wont be the case for long either. It may be changed

East of Sheridan you have already have a white majority and the percentage of whites increased in all parts of Rogers Park according to 2010 census results, even NOH. The only area that still has a black majority is NOH and the Clark street area still has a Mexican majority.

What are you talking about? We discuss black populations, white populations, Hispanic populations and economic statistics on CITY-DATA all the time. There is no double standard. No triple standard either.

Something that's been discussed a lot - in the Chicago forum, City Verse City and General U.S - is how much Chicago's black population has decreased. In fact, I'd say this has been discussed a lot MORE than white population in Chicago.

The census covers a 10 year lookback.
Multiple factors led into a drawback in numbers.

IMHO this is what led into the current pop. numbers.

Foreclosure crisis (alot of areas were vulnerable to predatory lending)\A move to greener pastures (suburbs) You did NOT see the metro decline in population.

The destruction of public housing.

As much crime as you hear on the news the overall crime rates are down.
We only hear more about it because of the media.

I still strongly believe Chicago has a much larger population, its been debated but I believe the area has a large un counted immigrant population. people will dispute this fact and essentially it is not factored into the census.
Chicago being a harbor city even in a down economy, the numbers I believe would surprise many if they were accounted for. Same goes for NYC and LA any large metro for that matter.
But Chicago does harbor a very large number of illegals aliens.

Since the last count 2012 almost 2 years has rolled on the calendar.There have been studies that our populations are actually staying put due to the economy and people not being able to see their home. This would surely increase our population base.

Migration of people and companies back to core cities.
You can see the truth in the headlines.
Sara Lee, United, Motorola etc all moving offices back to the core of the city from the burbs.
Eventually this will have a flow of people back to the city from the burbs.

People realizing gas is staying high will force them back to the work centers.
