I moved to Chicago from NC at the beginning of the month.

So I know I have to get a city sticker. But that requires my vehicle to be registered.

Does the vehicle registration transfer have to be done before or after I switch over my drivers license?

Pretty sure you can do it before since you can (or must?) use something other than driver's license to show proof of where you live.

My DL says I live in Bucktown, which is where I lived when I moved to IL, but I have a Lakeview resident parking permit because that is where I live now.

What do I need to bring to the SOS [Chicago West] facility?

I have my title, and I can bring utility bills/apartment-lease to prove residence. [the cyberdrive-il/dmv site isn't being very clear on this process]

EDIT: I'd prefer to get the registration done first since it has to be done within 30 days. License switch gives you 90 days.

From what I've read, you can do it all at once as long as you have ALL the paperwork...then go get the city sticker afterwards. But don't quote me on it - I'll be figuring this out myself when I move in 2 weeks.

You'll need to get your Illinois license too. You need proof of your birth/identity and also proof of new residence. If you have a passport, bring that. Otherwise you'll need your birth certificate (not a photocopy), social security card, etc. Proof of residence would be official letters with your name and new address on it. The test is 30 questions, mainly multiple choice (10 matching) and I believe you pay $30-$40 CASH. You'll probably need your license from North Carolina too. If you pass, the good news is that they'll print up your ID on the spot for you within 5 minutes and you don't have to carry a piece of paper around with you for a few weeks while you wait for a new ID in the mail.

The fee for licenses isn't a big deal, but what are the fees for tags, plate, registration and do I have to pay taxes on my vehicle if I own it (bought in Jan 13, paid taxes on it than, have paperwork)? I don't have a lot of money frankly due to some other unexpected expenses so I'm concerned I won't have enough to do it all at once.
