Eh, I mean people refer to it by that, but technically at least half of that is just Gold Coast and the other part is unofficially just outside of it. It depends on how you define it, but yeah as someone who lives near there, I never really considered it a neighborhood. I consider its neighborhood "Gold Coast."

"Rush and Division" is not a neighborhood (or sub neighborhood), it's just the gold coast. Division Street just west of State is pretty lame to be honest, but Rush Street has some cool spots to eat outside (great people watching as well).

No, those are not counted towards it. Actually, the densest census tract is the one bounded by Chicago on the South, State on the East, Dearborn on the West, and Division on the North. Over 4000 people live there and the density is over 92,000 per sq mile

Interesting, I bet you could extend the northern boundary to North Ave and get a pretty similar number (~92,000 ppsm).
