Something that Mother Nature intended, something that can not be truly regulated.

The is government has been smuggling heroin, since Vietnam in soldiers' coffins, and continues to be the main supplier and endorser of the drug trade. There are too many judges, lawyers, cities dependent on fines and fees, for drugs to ever be fully legalized. The entire judicial system would suffer shock if drugs were legalized. Hundreds of thousands of border patrol agents, cops, lawyers, etc would lose their jobs. The economy is dependent upon it. It would never happen.

Most Herion originates in...you guessed it...Afghanistan. Poppy seed (the plant that produces heroin, production went up 1000% once it was under American control. The Taliban killed anyone growing it previously.
It's actually very easy to brew alcohol as well. This doesn't stop alcohol distribution from being taxed.

Not as easy as it is to plant a seed. Home brews can be Botched and are man-made. Something from a seed is as is. Kurt Cobain said it best...come as you are.

I used to have an uncle (long gone now) who had a "grow operation" in his basement when I was a kid back in the 80's. He had the grow lights and everything. According to him, it was not that easy to grow good crops that were actually abundant and had a good yield.

In order for a home grower to have a consistent yield that gives him a daily supply, he would have to have a more sophisticated grow operation than just using one seed.

People could allegedly grow their own tobacco too, but they dont. Growing your own stuff is hard work and people are not going to want to do it, just because they can. They will go to Walgreens to buy their newly available pot joints, just like buying a pack of cigs.

Cities will adapt to the new legislation, and can direct those police into enforcing more important laws.

Hell, make it free, the tax is secondary to the idea of totally dismantling the illicit gangbanger economy.
