So would you regularly drive through that neighborhood at 11pm? Answer my question.

I'm glad you have nothing better to do than bully people on a relocation forum.

I've done it plenty of times before and I'll do it again.

This isn't a relocation forum, despite people insisting on using it that way.

And I do drive through the West Side on a regular basis after dark. I even ride my bike through the West Side late at night dozens of time in a year. The fact that the West Side is upwards of ten times as more dangerous than, say, Lakeview, doesn't mean that the chances of an ordinary citizen driving through the area is actually appreciably more likely to be the victim of crime. If 99.999% of the people traveling through Lakeview do so without incident, and risk is even 100 times higher in the West Side, that still means that 99.9% of the trips through the West Side go down without a hitch. Since the West Side is really only about 20 times more dangerous, that's 99.98% go off without a hitch. Are you really losing sleep over the difference between 99.98 and 99.999? And to be honest, I would guess that the actual statistic for safety transiting through Lakeview is closer to 99.9999% safe, so traveling through the West Side for someone who has no interaction with the drug trade is probably closer to 99.998% safe.
