I believe the Gary, IN airport was long considered to be Chicago's "third airport". They've even heavily marketed themselves as such.

Between ohare, midway, Mitchell and Gary, plus a lot of little private airports, there is no need for anything more.

Problem is, no airline flies out of it. Once in a while an airline will try it for a few months, then give up. Even Rockford does better than that (maybe a good option for those in the far northwest suburbs).
