Waukegan has some really nice homes right around and even under my budget. Wanting something a little more up to date, 4 bedrooms, 2 bath is just unrealistic in places like Wilmette, Skokie, Morton Grove and surrounding areas. Seems like everything I've looked into regarding Waukegan indicates that it's a bit unsafe and on the decline. Is that a fair assessment?

Its crime rate is about average. You don't hear about major things going down in Waukegan on the local news on a regular basis. I wouldn't describe it as "on the decline." It's just a post-industrial community that has become increasingly working-class and Hispanic.

I'd say most of N Chicago and some chunks of Waukegan and Zion are crapholes. Gurnee has a lot of good options though but no metra line, you would have to drive to the UP-N
