Can anyone shed me some light on dog-friendly neighborhoods in the northside?

(I vaguely remember seeing a dogpark along the Red Line years back. Anyone know where this is? Are these parks scattered in the city?)

There are dog parks throughout the city. There are a ton of threads on this in this forum. Just search and you'll find your answers (as well as links to the dog parks, which are is also available on the park districts website)

Those aren't dog parks. Only Wiggly Field in Lincoln Park is.

the short answer, yes. lots of dog parks though i have yet to find one with grass. most are concrete so it's tough on dogs paws so whenever the weather is nice i go up to the dog beach near Wilson. Most apartments will have a weight limit for dogs so I'd look for private landlords instead of management companies as they will be more open to negotiation without an outrageous deposit.

The city most definitely is not pet friendly.

My cats have been eaten by zombies more times than you can imagine. Look, it's either animals or food and precious resources; you can't carry both.

you can't take your dog in the El or bus..... so you really need a car to take your dog with you to get around
