In a restaurant or retail business, the part paid by coupon should be taxable right? The cash register suppliers seem to program it as a discount and not taxable. Is there a problem for me to take it as a discount and pay tax in books? Thank you.

It almost sounds like they are the merchant, and that they want to "play with the numbers" so that they keep more money. Say the coupon is for $1.00. Only give the customer $.90 back because of taxes. Then do the books so you gave $1, therefore profiting the taxes into your pocket.

Sounds kinda fishy.

If it is a manufacturers coupon, tax is charged on the original price of the item. If the coupon is supplied by the merchant, tax is charged on the price after the coupon discount is applied.
