I'm not sure we can say that everyone who is a believer is predestined/elect. In the Bible, there are people who become God's people that are not his chosen/Abraham's decendants. In the Old Testament, there are provisions for those who are not children of Abraham to come to God. Rahab the prostitute is one example of a non-Jew becoming part of God's kingdom. Jesus compliments the widow in Sidon and the Centurian for their great faith. These also are not Jews, God's chosen ones.

A man joins the army, goes through 3 months of basic training and then is sent off to war. The man asks his general when was it decided that the army would go to war? The general says 1 year ago.
The point being is that 1 year ago it was predestinated that the army would go to war, the man was not predestinated to go to war, but once the man joined the army the man joined in their predestination.
It works the same way with the church. The church is predestinated and every individual who is joined with Christ become a part of that predestination.

Romans chapter 8 mentions those who are 'firstfruits' [ verses 23,29 ] since there are 'first ones' then more must follow.
Those called to heaven have a first or earlier resurrection according to Revelation 20 v 6; 5 vs 9,10
According to Hebrews [ 6 vs 4-6 ] don't some fall away ?
At Jesus baptism the heavens were opened up to Jesus, and at baptism time is when Jesus became Messiah.
Romans 9 v 6 mentions: For they are not all Israel, which are of Israel. Israel today exists as a secular national group a fleshly nation [ verse 8 ]. The 'Israel of God' [ Galatians 4 v 26 ] is not fleshly or national Israel but, since Pentecost, is a spiritual nation or a holy nation according to 1st Peter 2 vs 5,9. Meaning that 'spiritual nation' has no boundaries or borders on any map but is heavenly as new Jerusalem is heavenly.- Rev. 21 v 2.

In another thread Vizio mentioned predestination. There's SO much about it in the Bible that I decided to start a thread on it. In the New Testament all who believe in Jesus Christ ARE the predestined and chosen elect. Those who repent and are baptized in the name of Christ.
Ephesians 1:4-5--According as He hath chosen us in Him before the foundation of the world, that we should be holy and without blame before Him in love 5-Having predestinated us unto the adoption of children by Jesus Christ to Himself, according to the good pleasure of His will,
2 Thessalonians 2:13-14--But we are bound to give thanks alway to God for you, brethren beloved of the Lord, because God hath from the beginning chosen you to salvation through sanctification of the Spirit and belief of the truth: 14--Whereunto He called you by our gospel, to the obtaining of the glory of our Lord Jesus Christ.
Romans 8:28-30---And we know that all things work together for good to them that love God, to them who are the called according to His purpose. 29--For whom He did predestinate to be conformed to the image of His Son, that He might be the firstborn amongst many brethren, 30--moreover whom He did predestinate, them He also called: and whom He called, them He also justified: and whom He justified, them He also glorified.
2 Timothy 1:9--Whom hath saved us, and called us with a holy calling, not according to our works, but according to His purpose and grace, which was given us in Christ Jesus BEFORE THE WORLD BEGAN.
Ephesians 1:11--In whom also we have obtained an inheritance, being predestinated according to the purpose of Him who worketh all things after the coubsel of His own will.
Matthew 24:31--And He shall send His angels with a great sound of a trumpet, and they shall gather together His ELECT from the four winds, from one end of heaven to the other.

With the Old Testament as a schoolmaster we can see that it is showing us an example of the "Chosen". God favors all of Israel but CHOSE the Levite tribe as the Chosen by which all the rest of the Tribes would be sanctified and reconciled to Him. Likewise in the New Testament we have all those in Christ NOW becoming the Chosen that will be intruments of the universal reconciliation later.
