Scripture says God puts His spirit in Israel, His people, so they will live and Jesus said God's word is spirit and life so it shows that in order to live one must have the word of God.
So what about those who do not have the word of God. Are they dead?
I believe so. At least to God.
Ie; "I shall put my spirit within you so you will live," says the Lord
"I shall put my spirit within you. Making you adhere to my statutes, careful to keep my decrees."
Jesus said; "The Lord is the God of Abraham, Isaac and Jacob. He is the God of the living not of the dead."
"It is the spirit that gives life, the flesh is useless. The words I spoke to you are spirit and life."

It depends how you define dead, and also how you define Israel and context.... Israel was scattered because of disobedience and then judged and now will be gathered, is that the resurrection for the nation and they will live in Gods sight? God isn't mocked everyone reaps what they sow, and also with God a day is as 1000 years so where we only see things from an extremely finite position he has a plan which spans millennia, we are at the end of the 6000 year now where something will happen to bring in Gods 1000 year sabbath.

It actually depends on how God defines dead. I believe the scriptures in the OP describes it.

I didn't know that you were still up...I was asking where he got it from because it isn't in the Tanakh that I know of...
Still up? When do I actually sleep? Keep in mind that you are in the Christianity forum. So if Jews can stretch the meanings of what's written in the Tanakh with the Talmud, then Christians can do the same thing by using any source they choose. Thus bringing up the past beliefs of the Sadducees and Pharisees in which the Pharisees beliefs continue to today.
God has got His hand on the nation of Israel by the hope of the 2% of Christians that live there and then through the authority of the hope of Christians who pray for the nation , as no gets to the Father God but through Jesus

My understanding is that the Talmud is the Oral Law...
Any source?...How about The Stand by Stephen King?...
What is wrong with the Pharisees?...And did they actually believe as such as what is being claimed of them by some?...
