Who should be on this council?
There are already 4 Rabbis involved in this as they also expect the coming of Elijah before the coming of Messiah and these two witnesses have come under the authority of the 4.
What Question would you pose to the Two Witness?

What you are referring to is nothing to do with the Two Witnesses mentioned in the book of Revelation.
Let me tell you who they are. They are NOT two people. Pay attention to the verses. In Chapters 2 and 3 you have the Church. The candlesticks (menorah) are much like the basket that Jesus fed the masses from. There are 5 that are like the loaves of bread and 2 as the fish. Go read those chapters.
In them you will see that the Lord found disfavor with 5 of them. But remember He says that He is in the MIDST of them. Now go back and draw a menorah and label each candlestick with the name of the congregation in order as they are presented. Now remove each with which the Lord found disfavor and you will see two remaining. Those two ARE the WITNESSES (Philadelphia and Smyrna). You will see that if you put the Lord in the mist of the menorah that He would be in the midst of the two remaining candlesticks.
So the TWO WITNESSES are those that EXHIBIT the Spirit as presented by those Two Candlesticks.
