I believe Jesus was referring to the Jewish World(those within it that rejected him) under bondage to the law not a secular world, they hated the freedom those who followed the way had. Where the Spirit of the Lord is there is Liberty.

But you have been called to liberty, my brethren, only let not your liberty be an opportunity of the flesh, but you should be serving one another by love.
