I'd focus on what makes a good life / afterlife. Less focus on others, and more on getting our own backyard in order.

Are you perhaps thinking of Matthew 7:13-23, Matthew 25:41-45, or Revelation 19:19-20:15?
There are two kinds of people in the world: Born again believers in Jesus Christ who have 'eternal life' and will spend eternity with God (Jn. 3:16 +); and Non-believers who die, having rejected/ignored God's offer of salvation and eternal life. There is no place for the latter in heaven.
One can claim any number of sources for this information (other than God's inspired Word of truth), but have no assurance that God will honor their 'plan B'.

2 Thessalonians 1:5-10
5All this is clear evidence of God’s righteous judgment. The OP never said he was focused on eternal punishment. He simply asked for Scripture showing who will be there. I believe he asked a very good question. Like it or not, eternal punishment is part of God’s word.
I think it depends on what type of ‘hell’ you are speaking of, what pertains to individuals is different to what pertains to the systems and organisations
