The verse does not contain that phrase, therefore it can be rightly questioned if it means that.

If there is no hope for the wicked, then they could not be told that in verse 39.
Of course, there is judgment and accountability, this is a verse of HOPE, PERIOD. There is no way to make a context where this is not hope for the wicked.
