You're painting the picture of Christians sinning with permission - yea, purpose - and that is not what I'm saying. I am saying God is sovereign, and what you see when you look out your window is not an accident, but part of Plan A.
Alright, but what is 'Plan A' and what is not? What do you feel G-d claims 'sovereignty' over and what does he not? Ones actions - are they under each individual's personal control or does G-d's 'sovereignty' play a part in it?

Your Daddy has a big house, and behind it is a big backyard with a fence around it. Inside the yard, there are many things to play on - and many things that can hurt you (He has a killer lawn mower - anyway...).
He tells you to behave yourself so you don't get hurt, etc. etc., and you can get into trouble if you're foolish - but you are not able to penetrate the fence. He controls how far you can go.

*chuckle* ok...I think I sorta get it...and I think it is too simple for me. I think G-d has given us Free Will without a 'fence'.

The answer is Yes and No according to scripture. God wants us to be sinners in order to save us from sin:
Rom 8:20 For the creature was made subject to vanity, not willingly, but by reason of him who hath subjected the same in hope,
Rom 8:21 Because the creature itself also shall be delivered from the bondage of corruption into the glorious liberty of the children of God.
God's Word here says that we were made subject to vanity not of our will but of His will.
