Sounds like a public relations ploy to me. This panel has no official responsibilities, just advise the Mayor. But he can always say I sought the input of our brightest minds.

So in the past it was setup as assorted committees that take on a certain task/project/issue. Can't say the group I was involved with accomplished much but I got to interact with people from different industries and lines of work than my own so that was a plus. Overall a good experience in my book.
