Is SORTA restricted to placing a levy on Hamilton county? I'm in Fairfield, where there is literally no bus service at all, so it would be rather annoying to see property taxes go up here for SORTA. I haven't bought yet, and now I'm going to think twice about it.

Um, property taxes are not used to fund any public transportation in Ohio.
You do have bus service provided by BCRTA.

It's about the prestige.
The expenses of infrastructure investment, which are necessary anyway, are recouped, and the Olympic Village where the athletes stay adds housing units to the city.

Several cities have been left with billions $$ of debt for hosting the Olympics. That's the *last* thing Cincy needs.
