As for American only cites, here is my preference.

Tier 0 - New York
Tier 1 - Los Angeles, Chicago
Tier 2 - Boston, Washington DC., San Fransico-San Jose
Tier 4 - Atlanta, Houston, Baltimore, Charlotte, etc.
Baltimore and Charlotte are not on the same tier as Atlanta and Houston. Unless the tier is like cities 6-30.

Charlotte's not a major trade hub in the way Atlanta and Houston are. Baltimore used to be, until containerization moved most of that traffic to Elizabeth, NJ.

Well yeah, I kind of agree. Altana has a smaller population than Charlotte and both cities have been rivals for a very long time. Charlotte's population surpassed San Fransico's and by 2030 it will have a population of more than 1 million so I'll say it's up and coming.

Nobody uses city population only. Charlotte is more than twice the size of Atlanta City, but Metro Atlanta is millions of people larger than Metro Charlotte - and it shows.

Charlotte also has as much land within its municipal borders as NYC.

Tiering cities is usually done using MSA as the base statistical unit of comparison, not municipal population.
