So let's see some other cities and how they could be crushed by taking away a piece of them.
New York City - no more Wall Street (the entire district including the Stock Exchange)
Houston - no more Ports
Orlando - no more Disney at all
Miami - no more South Beach
Washington D.C. - no more Capital / Senate / Congress
Los Angeles - no more Ports
San Francisco - no more Ports
Atlanta - no more Airport
Las Vegas - no more Casinos

New York City - no more Wall Street (the entire district including the Stock Exchange)
The city will take a hit, but it's way to massive to just stop.
Houston - no more Ports
The city will resemble Dallas & Atlanta then, but it can get by, the same way Dallas and Atlanta did without a port. But yes, in that case it would draw itself back behind both Dallas & Atlanta.
Orlando - no more Disney at all
The city will survive, I mean there is still Universal Studios, the Magic, Sea World, and there's a growing tech scene and medical scene in Orlando. It will take a hit to the tourism, but the city will survive.
Miami - no more South Beach
Residential areas, the nightlife, the shopping, and the tourist scenes will keep the city alive and going.
Washington D.C. - no more Capital / Senate / Congress
This city would take a major hit.
Los Angeles - no more Ports
Well it would lose a lot of ground to it's Bay Area peer just the same way Houston does to Dallas, but the city will survive and keep going. It's got entertainment, tourism, large corporations, etc...
San Francisco - no more Ports
It's actually in Oakland lol. (and Oakland is not a suburb!) so I suppose San Francisco would be just fine without it.
Atlanta - no more Airport
All the world renowned brands are still there. The loss of the airport would be a huge hit, but the city would still survive.
Las Vegas - no more Casinos
Okay, the reason this city has great hotels and restaurants is because of those casinos. Take those away then Vegas has suffered a major blow to it's tourism, probably non-recoverable.

All the other ones you listed besides Washington DC and Las Vegas.
DC and Vegas. If there were no government presence in DC, it wouldn't exist since it was built for that purpose. There would be two cities called George, Maryland (what we now know as Georgetown) and Alexandria, VA. They would be mid-sized cities about the size of Richmond and known as pass-through territory on your way to Baltimore.
Vegas without the Casinos would make it either a smaller Tucson or Pahrump.

Um, was this carelessness? Most of the Nightlife and Tourism are in South Beach. The International Finance District however would still be alive and well on Brickell..

Yeah, I just thought he meant beaches or something. Didn't really know "South Beach" was an area, just thought it was some popular beach or something.
Anyways, Miami would get by better than Washington DC & Las Vegas still. There's always Fort Lauderdale, and everything else going on...
