I agree with Montclair, to be corrupt you have to have some brains in which case California, Texas, & Florida are out of the race.
Illinois, New York, & Michigan I would have to say are the front runners here. And yes Kwame is one of the main reasons why I listed Michigan. It also appears that I was the first one to be able to vote on your poll! Yeah!!

Michigan is no where near as corrupt as those other states. DETROIT is corrupt, not Michigan. Places like Illinois, Louisiana and New Jersey have widespread corruption. Our corruption is pretty much contained into one nasty corner of our state. (Detroit)
