None of these areas is the North Philadelphia anyone is referring to (or comparing to Southside Chicago). Even for SS Chicago, people there have examples of quaint, charming walkable villages, such as Hyde Park (N and E of university).
Firts of all, that info is from 2011, and it relies on stats provided from a Philadelphia pro-bike organization...which obviously is interested in making Philly look good.

And Mount Airy...Ok, so you are referring to specific areas in North Philly, not the entire Northern half of Philadelphia as you stated before. I'm glad to help!
When did I ever say anything about the Southside of Chicago?

At least my link was based on actual Census data. That list mentions "smart, savvy bike shops, vibrant and diverse bike culture" as measures. How is that accurately measured? It also seems they ranked Philly lower because of an accident from 5 years ago.
"Philly suffered a setback in late 2009 when a cyclist struck and killed a pedestrian, causing outrage to erupt against the cyclists at large. But besides that, Philadelphia is very bike-friendly, with lanes, greenways and a diverse cycling community."
FWIW I do not even remember that incident and seriously doubt it caused outrage to erupt against cyclist at large haha.
But Philly will always have superior pretzels...an ideal snack food for biking.
True-Chicago will always have better hot dogs and perhaps, for many- pizza.
