There are quite a few cities like Baltimore... living in the shadows of others.
Philly in New York's
Milwaukee in Chicago's
Oakland in San Fran's (not like Oakland is much)
San Diego in LA's
etc...
Baltimore is no exception.
I believe both cities are extremely underrated. Although I do like the urban feel better in Cleveland. I like the neighborhoods across Cleveland too. Inner Harbour in Baltimore is great though.
The only difference is baltimore is larger than the city that over shadows it.

That says a lot for your city. You can't talk about what you have, only what you don't have. Cleveland is nothing compared to Baltimore. I'm not knocking Cleveland, just saying you can't compare it to Baltimore. Richmond v Cleveland maybe? Syracuse v Cleveland? I don't know someting like that.
Living in Baltimore but having been to Cleveland for work and play, I am sticking to Baltimore. Both cities have their issues and there are many pluses for Cleveland. But, I seldom use my car and prefer Baltimore for it's walkability. The city itself is pretty dense for easy commuting and getting to places without a car. Location plays a factor also and Baltimore sits in a pretty prime locale. It's close to both the mountains and the ocean.
This whole Cleveland/Akron thing is pretty bizarre. I mean, why bother?

Clevelandhas'emtoo, but I'm not wringing my hands over such a fact ... instead, I volunteer with local activists groups to help clean up and transform such blighted areas ... instead of PRETENDING, LIKE YOU DO, insisting such areas DO NOT EXIST IN BALTIMORE ... On the official record, Cleveland receives millions of visitors annually who spend hundreds of millions of dollars in our interesting city / region ... a figure that will most certainly increase with our impending casino, new medical mart and convention center ... in addition to our fabulous and renowned museums, amusement parks and many other attractions
