Do you mean literally as in one or both will move to DC, or will DC will have a similar type business district?

If it is the latter, yes.

If it is the former, no.

There is only one Silicon Valley. There have been attempts to try to replicate SV in other spots on the planet, but no one has come close to dethroning what it is today.
