As a bit of a change of pace, which one of these three cities has the best combination of:
1. Cheap ethnic restaurants...places where you can go in and get a good portion of non-American food and walk out without spending more than 7 bucks or so.
2. Working class bars...not the kind of dives where you walk in and see hipsters "slumming it" with their PBRs and fancy jukeboxes, but instead dives where you walk in at 10 AM and see a bunch of 50 year old men on their third drink of the day.
3. Music scene...both bands coming through and record stores.
4. Architecture...especially as related to housing.
5. Easiness in getting places...for example Chicago is spread out but has extensive public transportation...Philly has decent public transportation and is very walkable...New Orleans doesn't have much but is small and bikeable.
6. Overall favorite...nothing to do with how these cities rank on a worldly scale, how they're seen in terms of importance, blah blah blah...which do YOU like the most?
Chicago has everything, it will be more difficult to find what you want in Philidelphia and New Orleans, partly because these are smaller cities.
Philly is likely (actually it is) the next closest city in size to Chicago; it is closer (dont give me Houston, I mean actual city) than any other and way closer to Chicago than Chicago would be to NYC (and dont give me skyline and LA is just hard to compare because of its composition).
That said I love Chicago but on this scale comparison if Chicago is a 90, Philly is an 85 and NOLA would be like 20; seriously, now NOLA is amazing and unique and has to answer to no one
For 1-4 criteria New Orleans is NO slouch. Known for hole in the wall's with great food, bars, music, and architecture. New Orleans isn't as spread out, downtown is nearly all of Orleans Parish, it's not very hard to get around, sure we get beat out by Philly and Chicago but don't forget about it! And with new streetcar lines on the way, it will be even easier. I've never been to Chicago or Philly but I have an infatuation with both cities and can't wait to visit them one day, so I don't really prefer either city, NO feels more like home though being a Louisiana man.

I think it's probably more like Chicago 90, Philadelphia 75 and New Orleans 30-- whatever these numbers represent. Philadelphia is great, but I think you're giving it too much credit vis-a-vis Chicago. It's not that close.
